- From this link you can down KPMG's new "Film Financing and Television
Programming: A Taxation Guide." It is a very interesting document. I have one big disagreement with the section labeled "Revised Forecast Total
Income" on p. 589. They fail to state that the "proposed regulations" were proposed in 2002 and never adopted. In such case they cannot be persusive.
In fact, I believe that you must assume the proposed regulations are defective and that is the reason they were never adopted.
